How do I show or hide the progress bar when doing a "create frame table" in MEP16?

I don't think it is possible to make changes to what's written into the program version. I don't have MEP16 but 17 shows a growing bar just to the right of the 'CPU:' label at the bottom left of the window. In MEP 2014 all that shows is activity of the four dots to the left of 'CPU:'

I'm curious why you want to do anything about this. Whether or not any progress is being displayed the space is still used for other tool tips. If want to show more tracks you should use the [-] 'Track pitch' button at the far right edge of the window.
