In MEP 14+ there is a 'Mix' effect available on the realtime video effects window [Shift +Y]. This adds the two objects so the overall effects is probably too bright. You can then adjust you your satisfaction by dropping the video level of the two clips -- drag down the little box icon that appears at the top, in the middle, of each object on the timeline. Note the same adjustment is on the audio objects as well to soften the volume.

 

Easier in MEP16 I think (it's so in VPX). You go to the 'Effects' tab >> 'Video effects' >> 'Chroma key' section and use the video level slider. This seems to work best in 'Stamp' rather than 'Mix' mode.

Simply place the videos underneath each other on two tracks. Choose the clip on bottom and change its opacity by dragging the handle in the middle of the clip down. This way you reduce the opacity of the clip and the other clip will shine through.

I don't know what program version he is using, but in both MEP14+ and VPX2.5, simply dragging the middle handle down fades the clip to black with nothing showing through. Perhaps there is some other setting I've not selected?
