In MEP, 'Object' is the general term for any item on the editing timeline eg a video clip, a still image, a title etc. To create an image you would use a drawing or painting program but more likely you would capture your image object using a digital camera and then transfer it to MEP. (Or download one from the web.)  If you mean rather how to get an image onto the timeline, you simply click and drag it from the 'media pool' area to the right of preview screen or directly from a Windows Explorer window.

Note: MEP 15+ is a very old version. I'd recommend your getting something newer even if you pick up a bargain rather than buying the very latest product. You've done well to have a '+' version with the additional features.
