I have windows 7 ona toshiba laptop. The video itself seems to have a proprietary aspect; Windows media played doesn't recognize it. ICOP digital is th ename of the video program, I think.
Your video is probably locked due to some form of copyright protection. There is software that can probably hack it but doing so in many countries in the world is illegal. If you have a valid reason to use the material such as a documentary film, the copyright holder may grant you an exemption, but don't count on it.
Assuming you have a legal and valid access to this material then it would have been provided in a format other than the format you have specified and / or you would have access to the special equipment needed to play / convert the video.
