First, please do not write whole posts in bold! In forum etiquette it is the equivalent of placing a great deal of emphasis on your words, almost shouting!

To answer your question: there is absolutely nothing to be gained in your final video by setting up a UHD project when using HD video. Your HD files cannot be upscaled by MEP so any UHD Export will be a very large file, half of whose content, will, potentially, be "empty" data.

There is software that claims to be able to upscale video footage - it can be useful with footage that is quite low resolution to start with - but, at best, any such product is attempting to "guess" what would have been present in the original video had it been filmed with a higher resolution camera.
