. . . . How to understand that, exactly or just as minimum requirements? . . . .

Disclaimer - these are my personal views and findings.

As with any software I consider the minimum requirements to be the lowest specification that the software will install and run on, the actual user experience will vary dramatically eg in the case of video editing - if you are working with low resolution eg SD (DVD) video it will be a relatively smooth experience, however if you are working with FullHD 1080p or 1080i, 2.7K, 4K or higher video the computer may struggle.

I work mainly with 4K video and PC specification is in my signature - note the RTX 2060 graphics card currently is not used with Movie Edit Pro, this was added recently for use with another program, Video Pro X does use it.

Editing and previewing 4K, without using proxy files, and the Reduce video resolution and Reduce framerate options turned off in the Preview monitor, lightning symbol bottom right of the Preview monitor pane, is smooth.

Note:

I do not use SSD drives - standard hard drives are nowhere near driven hard enough to create a bottleneck and do not slow down rendering/exporting.

Processor core count - the 'mores cores is better' theory is, IMHO, false economy. Once you get above 4 cores the rendering speed increase drops off fairly quickly with higher core numbers diminishes. With my system MEP, even when driven very hard with non hardware accelerated effects, uses 4 out of 6 cores and these are not driven to 100% usage.

Can I ask the complete specs you intend for your completed NUC?

While I agree with 99% of what John has said the one advantage I feel of having more cores is the ability to keep the processor operating temperature lower with less demand placed upon it. NUCs by nature are small and cooling could be a consideration. You may need more ram than the required minimum as well depending on the nature of the editing.

I have to agree 100% with @CubeAce comment 'NUCs by nature are small and cooling'

From experience of using similar devices eg Brix, they are not powerful enough for serious video editing for the reasons I gave previously.

As Ray has said you will need more RAM - 16GB is the minimum I would recommend.

IMHO as a minimum you should be looking at a high end laptop and preferably a PC.

Thanks everyone for answers. NUC is nice little device with good heat management. The problem is cooler: it is smaller than on tower PC and sometimes makes bigger noise.

I’m using now 2 core i5 @ 1.6 GHz and 16 GB RAM, editing 1080p mostly. Don’t have big problems, just takes long time to encode. The reason I’m moving to 4 quad 2.5 GHz is to have a little bit better user experience and I would like to update by GPU to be able to encode in HEVC. And here we come to my initial question about difference between Intel HD and Iris. Will I have any benefit of Iris?
