Have you tried 'Effects' tab >> 'Video effects' >> 'Speed'?

It's not like it's magic in Magix -- do a search for speed in the help file!

Do you mean creating slow or sped up motion in the exported movie, or do you mean playing back faster and slower when you are editing using the slider under the preview window?

Be aware that to create a speed effect greater or slower than 2x you must first unlock the audio track with the unlinked chain button after selecting the clip in the timeline (arranger).
