I had purchased the Movie Edit Pro 2015 Premium. Does it have the time lapse feature? Can I get the updates and new features/templates at no additional charges? Thank you.

Where did you get that from?

Time lapse is done with a camera. All you can do in the program is to speed up the video using the Speed interface under Effects. See the manual.

The current version is 2022, so no, you are not going to get new features and templates at no cost.
