Musical instruments are not activated

I purchased the tools through the Music maker steam edition app and would like to work with them in music maker 2017 Premium steam. However, I am told that I need to activate them. As far as I know, if you need the instruments in the 2017 Premium Steam Edition you need to buy them in the 2017 Premium Steam Edition and not in a different version.

No. After purchase, they appear automatically in both programs, but only work in Music maker, in Premier 2017 you need to activate the product
