.Net framework needs version 2 but I have 4.8

Sound forge Audio Studio 10: I get stopped before I can even install it, because it says it needs Microsoft.Net Framework version 2, but I don't understand why it's not accepting 4.8. I just bought an entirely new laptop because of it needed windows 11 not 10, and now this.

@Amanda-Miller Usually you can install .NET 2 and 3.5 via the "Turn Windows features on or off" dialog.
