I am trying to change my text size (Title Editing), but the screen is cut off that allows you to change size, color etc. I completely opened the window and it's still cut off. I shut down and restarted my computer, still cut off. I resized the window, it's still cut off. How do I fix it?

That is a new problem I have not seen before. Try resetting your work area like this.
If that does not cure it, could you take a screen shot of your programs settings in the device options section as shown below please?

If @CubeAce suggestion does not work:
Check in the Windows settings, System, Display that the Scaling & layout option is set to 100%
Reset the program to its default settings - File, Settings, Reset program settings to default - note this will reset any customisations you made eg to folder paths etc.

@CubeAce @johnebaker It corrected itself. I shut down the app and got back in several times. The last time I corrected itself. I was up all night trying to figure it out and poof it decided to act right without me doing anything but shutting it down over again. Thank you for your suggestions.
