When I use the "Effects>View/Animation>Section" on a film clip it looks fine while in edit mode. But if I burn it to DVD (or make an MPEG) only half the clip appears on the screen. For example, Sometimes it is the top half of the screen is black and I see the bottom half of my film clip and other times it is the reverse. This only happens on clips that have been altered with the "section" effect.
Does anyone have any ideas how to fix this?

A screen grab of Movie Edit Pro with the effect applied and showing the main track editor as well would be very useful to try to see what is going on. At present we have no context as to how or why you are using this effect to help you out.
Here is my example of using Section which is basically a crop function.
First I wanted to produce a mask to encompass a set of images within a area of the main video.
So I select a mask and drag it into position and enlarge it to cover the amount of Time I need it to be present.
Then because it is larger than I need it I use the section tool to reduce it's size and crop it.
Then I use the rotate tool to turn the mask 90 degrees.
Then I use the Size and position tool to place it where I need it to cover the images I have already placed in position.
That then displays correctly (after I have also added a chroma key transparency) and it exports correctly.
But it has more than one use, so how are you using it? What are you trying to achieve?

All that I am trying to do is to do a close up on the upper left section of a clip - using the Effects>Section feature:
It looks and works fine in the edit mode, but when I burn it to a DVD (or create an MPEG file) this is what happens:
I have never run into this issue before. I've tried everything I can think of and nothing seems to work. There are several clips like this so I'm wondering if it is something in my settings.
Any ideas would be much appreciated!

Interesting. Try clicking on "Preview"; does that display the sectioned area correctly?
I would try ungrouping that second instance of 283.MOV just in case it's messing up the Section effect (I note you've muted it but...)
Given you're having issues with this bit, you could export just a small range to test it before you burn your DVD.
A more arcane way of achieving what you want is to use Size/Position. Use the Zoom slider to magnify your video and left-click-drag the video itself around to position the 2 people correctly in the frame.

I agree with Alwyn's reply above.
First, the two clips should not be linked. (When you click on one clip the other clip should not also change colour) Un-link them using the broken chain symbol. If all you want to do is enlarge the section you have highlighted in your first image there is no need to duplicate the track.
I notice you have also used a soft focus effect. Was that meant for the second clip? If so are you trying to zoom in on the top clip but use it as a picture in picture effect?

I assume you are wanting the section to go full screen in which case, looking at your images you do not have the Fullscreen option checked such that when you exit the effect, the section fills the screen.
Not using the full screen option then changing size of the video ie as exporting to DVD resolution can cause positioning errors unless you follow the section effect with setting the Size and Position effect as well.
