Output MP4 720P Stereo 3D from H.264 AVI input files

I am having a strange result outputting an MP4 1280 x 720p stereo 3D side-by-side file.  The frames are being rendered in an order like this:

 

+1,  +1, +1, +1, ... +1, -2(?), +1, +1, +1 . . .

 

What is happening is that it renders about 1 sec. of frames and then jumps back a couple of frames, and then continues in this way.  The jump back happens about once per second.

 

The original project was defined as 29.97 fps. which is the frame rate of the input files.  As I write this, I am trying a different render at 30 fps. to see if that corrects it.

 

The computer is AMD based and running Windows 7, 64-bit.  The program is MEP 2015 Plus.

I have been using the Intel MPEG4 Codec.  This looks like a problem setting something called CPB.  I made a number of attempts and as I increased the size of the CPB it was getting better.  But when I realized that I could download the "Main Concept" Codec, which I was using before on 2013, I decided to give up on Intel for now.  The "Main Concept" Codec got me an acceptable output on the first try.

 

What exactly is CPB anyway?
