Hi

You are changing the export setting in the wrong place.

Select the options as shown below in the order shown referring to the image -

  1. Select the nearest starting format, to what you want, from the dropdown
     
  2. Change the frame rate
     
  3. Save the settings giving them a meaningful name. They are now available in the dropdown (1) for future use

 

NOTE - you may get an error message saying the export and project settings are dfferent - click continue to export the video.

I've done this, but now that brings up another question: If the original setting of 25 FPS remains in the configuration file, does that have any adverse effect on the frame rate whatsoever?

No - the framerate of the export is what you specifiy it to be at the time of export.

This is subject to the combinations of  framerate, resolution, bitrates and quality settings being compatible with the export format - you will usually get a warning that one or more settings are incompatible if this occurs.
