As far as the specification for MEP states - it can not use DVCPro. Video ProX can but needs a fee based activation for import and even then appears not to be able to export in that format.

Well to be fair it actually does not say you "can not" but it does not say you "can", and like most promotional material you can not expect them to state what a product can't do. I deduced the "can not use" by comparing the specification with Video pro X spec. which shows that VPX has the codec listed, whereas MEP does not.
DVCPro is a professional format and you can not assume a consumer level targeted video editor will support every format and codec out there, for the price you pay.
If it is important for you to import that format and codec then try contacting Magix sales and they may be able to upgrade you at a reduced price to Video Pro X, which is a Prosumer product that can use the codec after paying an activation fee.

By checking the system requirements here - and look at the Codecs column or in the PDF manual available under Help in the programme - DVCPro is not mentioned, unlike, as @Scenestealer mentioned, Video Pro X as shown below
It also raises the question why has the video been captured through Pinnacle Studio and the Dazzle to DVCPro format?
Any of the codecs shown below would be suitable for AVI format.
Assuming you're capturing VHS or similar with your Dazzle, we need to know what codec Pinnacle is using. Is your DV25 AVI file the capture file, or have you converted the capture to it? If Pinnacle is capturing as DV25, you may also have an option to capture to some other codec; if you've got the option, choose DV or high-bitrate MPEG 2 (6000kbps or greater); that will give you the quality-loss when you render your final movie.
MEP will also capture directly from your Dazzle (it captures from my Pinnacle Movie Box 710USB) into MPEG or the Magix proprietary AVI format MXV. The only problem with MXV is it cannot be read by any other program. For that reason, I do not use it. If you want to archive your captures, it is best to do it in a more common format.
The best but slightly more complicated option for capture of VHS is using your Dazzle to capture into a lossless AVI format such as Lagarith or HUFFYUV with Virtual Dub or similar (30-40gb per hour though). MEP will happily accept both of those files/codecs provided you've installed them on your computer from the 'net.
And yes, you do need to be bit of a detective to work out what MEP can and can't do, or what gear your PC has to have in it to make it run the best.
I found a copy of the Pinnacle Studio 20 manual: in the capture codec screen (page 310), I'd choose the DV or MPEG preset. I suspect that the DV25 option is on the "Custom" codec dropdown. I'd also try installing Lagarith (especially if you are NTSC - NTSC DV is allegedly not good for capture) and seeing if it appears in the Custom dropdown list (reboot after installing it).
Thanks all for your feedback. I have used Pinnacle for years and also had purchased earlier version of Magix Movie Edit pro some years ago. My aim was to compare Magix quality(2021 vers) to Pinnacle when encoding those AVIS to MPEG4. Works fine with Pinnacle so I can get my tapes done. I will use my MEP to edit my digital videos filmed with camera or phone.
You could try downloading the codec from a site like https://www.free-codecs.com/pinnacle_dv25_codec_download.htm but there is no guarantee that Magix MEP could use it, although I am surprised that you got a prompt from MEP to install it if the program was not supposed to support it?
I guess one should have a 500$ plus software to be able to tackle these problems. Obviously Magix and Pinnacle are rivals at these "lower end" video editing software markets so they will not make it easy to use stuff created with the other software. I might be wrong but still....

But wait, there's more. I remembered a nifty DV manipulation program from the late 90s: DVDate by Paul Glagla (site OK, no trojans, Malwarebytes had a hissy fit).
It will change the codec from DV25 to Sony, and then MEP will be able to open the file (caveat: I have millions of codecs on my system).
Install DVDate
Open the file
Video>Change codec
Choose the top option: Microsft DVSD
Wait for the conversion (should not take long); file name will appear in white in left window.
Done. Import into MEP
Only trick: there is no change to the filename but file timestamp will change and Mediainfo will show the codec change to Sony.
