programme not starting

i have installed video saver and it wont start i get a message --- The procedure point CreateDXGFactory could not be located in the dynamic link librsry dxgi.dll

ive reinstalled and tried another computer by neither will work., any ideas and what dose the message mean

@Len-Dragon Are you using a computer with a graphics device integrated into the processor or does your computer have a dedicated graphics card? Is your computer very old?
