Question about using VBR

Hi,

I have a new question regarding the Variable Bitrate option when encoding videos in MEP.

When using VBR, there is a box for average bitrate, maximum bitrate, and minimum bitrate. What I would like to know is which one of these has the most effect on the output quality of the video. In other words, does the average bitrate determine how good the quality is?

I suggest that you do a search for VBR and bitrate and read what has already been said about this, many times, it would seem..

Yes, but what I want to know is whether average bitrate affects the video quality or if maximum bitrate does.
