why cant i get this to work when trying to apply this to an object

Hi Scott and welcome to the user to user forums.
First look at page 152 of the pdf manual to see if that is a part of your problem and then please tell us what it is you are trying to do with it. For instance, are you just trying it as a static effect or are you wanting the effect to be animated? What type of object are you applying the effect to?
The more information we have, the more we may be able to help.
