I'm trying to have a circle wipe with the inside of it showing scene A and the outside perimeter of it showing scene B. So I would set it up as a 50% wipe so both scenes were being seen at the same time. How do I accomplish that? I can't find the simple circle wipe or fade... just all the fancy stuff I don't need. Help, thanks.

Try using the cookie cutter plug-in on scene A using the circle shape and adjust the size across the duration needed to complete the crossover in the key frame editor.

@CubeAce has given you the easiest solution using the cookie cutter and keyframes to alter its size, however are looking for some thing like this ie Picture in Picture (PiP)?
In case you missed the PiP is bottom left.
If so follow @CubeAce method however make the following change and additional settings:
Make the maximum size of the cookie cutter circle to that which you require - note you may need to change the x and y settings to centre it on the subject - this x,y adjustment should not need keyframing
Using Size & Position adjust the final size of the clip and its position to where you want it too appear.

A circular wipe would be a transition from one clip to another, so please your use of wipe is incorrect as it seems that you want a picture in picture, not a transition. Perhaps you can confirm this.
Another way to do this and one which should help understand what the Cookie Cutter is doing, is to use a mask as per the image below. I resized the circular mask using Size/Position zoom to make it larger.
The Cookie Cutter does the same thing, applies a mask from one of the selected shapes, but has many other features built in, like putting a border at the edge of the mask and giving it a thickness, colour and feathering. The mask does not appear on the timeline.

Sorry if my first video clip confused you as I've only just noticed I used Movie Edit Pro instead of VPX as it was the editor I had open at the time. The basics are the same in both programs though. Both can do a lot of things and are quite capable video editing programs. I hope your user experience is a good one.
