Select the segment (cut on either side to make it an independent object) and got to the 'Effects' tab >> 'Video Effects' >> 'Speed'. In the Plus/Premium versions the cuts are not need as you can set keyframes.

There is a limit to how much you can change it if the audio is grouped with the video. Once ungrouped the video can be alter pretty much without limit.
