This raises a question as to why you are doing this. Smart Render is a function you use where there is a clip within your movie that's attributes have not been changed from the original file that you dragged into MEP, and is really just a method of speeding up the render of the final movie with several random unaltered clips. SR if successful should output those clips at the original quality.
If it is just one clip and truly unchanged then you would just copy it in Windows explorer to a disc or use a burner program to create a Data disk.
If you just wanted to cut the head and tail in MEP and copy it to a file you would use Smart Copy which gives unaltered frames with identical attributes and quality, but this is only accurate to a few frames (or more frames, depending on the GOP length of the original). To burn this to a DVD in MEP the advanced Mpeg2 export settings would need to be exactly the same as the original's files settings eg a trimmed (Mpeg2) .VOB imported from a DVD disc.
With Smart Copy selected MEP will decide during the encode on what is appropriate - SC or SR. Whether MEP decides if it can do either may vary.

Yeah, well in my case these are VOB files that I’ve ripped from a disc and imported into MEP for some light editing. I go to the burn dialog and set the output settings to match the source’s. Then I select Smart Render & Smart Copy. However, when I click on the smart render info button, it says “reader denied Smart Copy”. What does this mean and why does it say this?

After testing I have to agree with Jeff's comment - if this was a commercial DVD then copyright protection, even though you think you may have removed it all, could be the issue.

Can you analyse the source video file with MediaInfo and copy and post the results from the Text view in MediaInfo, and detail the export settings you are using, theyt may give us a clue to what is blocking the Smart Copy.
