If you asking if Sound Forge AS (Audio Studio) includes the above plug-ins, see the SF comparison webpage.

Otherwise any source you acquire them from, w/ SF or directly from iZotope, they will work with any Windows host app that supports VST plug-ins.

Is Ozone Elements <.dll> file in the default of an alternate VST search folder?

"Options> Preferences> VST Effects" ... and Is it listed in there? Your screenshot does not tell us much of anything.

Have you put a link to it in your FX Favorites folder? "Fx Favorites> Organize" Otherwise, it appears to be normal. to use... but I am not an AS (Audio Studio) user.
