Either way I can't think of any video plugin that could do that on its own.
If you could export individual frames from a video as jpgs and then batch convert them in a photo editng program (Phtoshop can convert images to look like 8 bit games images) then re-import those into a program that stitches time-lapse images together to produce video, that could work.
This got my interest and I tried to see what I could get, but the result using various plugins within MEP wasn't that much of a success.
If you bought the separate New Blue Stylizers 5 image pack to go with MEP (available through MEP's store front) and then added pixilation from the distortion effect, the the resulting video effect would be similar to that produced by Adobe.
