I have Movie Edit Pro version 21.0.1.85. When I first installed the program, it loaded and a popup stated there was an update available. I have Windows 7 Home Premium SP1 64bit. So I installed the update and the program will not even start now and I get an error
The procedure entry point CreateDXGIFactory2 could not be located in the dynamic link library dxgi.dll
I inserted the program disc and reinstalled and it works, but then it keeps prompting me to install update.

Just run the program supplied from the disk. Do not update if you are running Windows 7 as the update may need Direct X 11.1 to run and that needs at least Windows 8.1. Windows 7 can only use up to Direct X 11.

No, I don't believe it gave me the version number. I will uninstall and reinstall and just ignore the update.

That's MEP 2022, the latest version. The latest update/patch for it is 21.0.1.119.
To be nitpicky, the MEP 2022 specifications say you need Windows 10 or 11:

That is being very nit-picky Al as four days ago it still stated Windows 8.1 and Windows 10 but thanks for the update as now there is verification for Win 11 and possibly why there has been even more complaints recently as that points possibly to parts of the program taking advantage of Direct X 12 or higher. Will also have to keep it in mind when looking at processors I guess and resolution requirements.
Also note on my other reply last night about the requirements for some of the offered plugin which seem higher than that needed for running the Movie Edit Pro core program.

That is how I took it Al, no worries. The worry (for me from a forum point of view) is that like Win 10, Win 11 will evolve over time and the original specs laid down by Microsoft will eventually mean older processors will not work well if at all with it. Win 11 has come out specifically to deal with the new processor architectures of using 'chiplets' and dividing workloads accordingly. This is where higher speeds will be achieved for newer programs. Direct X 12.1 is already here with significant speed advantages for those that can make use of it. Weirdly I have recently noticed a pickup of export times. I have just rendered a 41 minute video with many animated titles in under five minutes.

This is why I bought it.
The program ooens, but playback in the software is slow, audio has crackling etc...
I rendered the video and saved it and opened the video and it olayed back just fine...oh well...maybe this old man just meeds to get a new machine...my computer is over 10 years old.
Well...time to break out the ol NFM card.
Don't really want to...but seems the product I bought, that states it is compatable with Win7...isn't really.

As we already know Win 11 will not work on any processor that does not have the PTT (Intel) or TPM 2 capability, within the processor, or on older motherboards that do not support TPM 2 modules.

This would suggest that you have an earlier version of Movie Edit Pro (MEP), eg 2020 or earlier. MEP 2021 requires Windows 8 and 10, as did MEP 2022.
I suspect the change to Win 10 and 11 versions reflect the common practice by many software companies of supporting the 2 latest versions of Windows.
Windows 7 has been 'obsolete' since January 2020, and Windows 8 is 'end of life' and support by Microsoft in January 2023.

Hi John.
I was looking at a Microsoft support topic where they are promising any program that ran on Windows 10 will work on Windows 11. That is encouraging as I can only just get my printer working on Win 10. (Canon MP210) It will mean though that my processor will not get the full benefit of the new operating system but the recent slight increase in performance I've noticed in Win 10 since the last MEP update has me wondering as my Graphics card does support Direct X 12.1. Just. I am expecting at some point a Direct X 13 I suspect. Then there are the new Intel graphics cards coming onto the market. I wonder how they will behave for video editing? If they are a more capable version of their inbuilt GPUs it could be interesting.

Interesting. It's the same for my Canon PIXMA iP4600. Perhaps it should say " was never supported.."
But I had no problems installing my printer on Win 10 and it's been printing, including discs, for over six years. I suspect Canon are just hoping we buy new printers. Our local Canon page doesn't say the same. It just does not show any drivers, only software and manuals.

From my perspective those programs don't run as well as they did on the operating system they were designed for. Waiting 16 hours for a 14 minute HD video to render (If it didn't crash the PC at the time) was not my idea of a good time
My aging copy of Cubase designed to run on Win 98 runs on Win 10 but is heavily crippled due to it not being able to use more than 4 CPU cores or address more than 4GB of memory. I can't use ASIO and have to rely on Direct X for now to get reasonable MIDI timing and a track count of more than 4 audio tracks.
For now it does what I need but in the future that could easily change. Yes old programs can run but the user experience is often not one would expect from modern computing. or for many, desirable or understandable when they see their smartphones tackle seemingly more difficult tasks with relative ease.
If I can get the components together again I intend to rebuild an old machine and run Win 98 so as to have all that control back if possible. And reuse my old but trusty Yamaha sound card with built in DX7 sound chip and built in digital effects unit. I still have all the software and drivers for it.

The box if it states that would be correct and that version is clearly running all be it not that well. What is does not say on the box is that any updates will be Win 7 compatible and Magix has clearly done a leap of requirements during the updates to this version. Any software manufacturer will have the right to 'improve' its product during its active lifespan to try to clear any bugs. This sometimes causes problems for systems on the edge of compatibility.
That brings me to your second statement

While your system in theory meets the bare bone requirements it may well struggle when dealing with anything more than basic editing at HD resolutions and above once you start to add any type of effect or title.
Most of us here have systems based on Intel processors, not AMD so I have had to do some comparison research.
First your processor has two cores split into four 'virtual cores'. While this meets the base requirements (I think) it is not ideal. A lot of us here are running processors with six or more real cores and 12 or more 'virtual cores'
A few are running four cores but are happy with what others would find a not so nice experience.
I can run projects up to 4K reasonably well but my system is a few grades higher than your own and I can run the latest patches without problems.
Here is the product comparison of your processor to mine. It is not a fair comparison but may give you an idea of how much processing power difference there is between the two systems.
Your Radeon Vega 3 inboard graphics chip is not far off of my Intel HD 630 chip and may well be equal to the Intel HD 520 which should be adequate
While they are not that far apart you can see I added an nvidia graphics card to my system to enable better performance and how much of a boost that gives my system. The other problem is that the AMD chip does not have the ability to use the Intel Quick Sync technology that helps with video encoding of MP4 files.
So to answer your question.

The problem for me answering that question is the the use of the word 'well'. I personally think I would be disappointed with the results for video editing on that system especially as it will not run on the latest patches without upgrading to Windows 10.
To run well you would need an older version of the software such as Movie Edit Pro 2020 or 2019 which would be better suited to your machine for a full experience not suffering delays in response times or excessive export times.
