Is there a way you can take a screen shot and post that so we can see what you are seeing?

Are storyboard, scene or timeline options filing the screen? Depending on your program version you might try resetting to default layout if you have by chance closed some of the other panes (preview, media pool etc). [L] key was the shortcut back for MEP14; [F9] works for MEP 17 and VPX.

Your screen shot looks like a pretty normal layout in 'Storyboard' mode (its icon highlighted in blue between your clip thumbnail and the preview screen). There you can add transitions to other clips etc, titles, but not much else IIRC.

 

Two icons to the right is 'Timeline' mode wich should display your mp4 clip on timeline track number one, whose length corresponds to the playing time, and the associated audio on track number two. Here you can easily cut your clip to deleted or rearange bits or add effects to parts -- and everything else like picture-in-picture, blue/green screen. and key frame animation.

 

Have you used the 'Help' menu at the top? Suggested topics: 'Tutorial' >> 'Video editing' >> 'Timeline mode' from the contents page or search for something like 'edit menu overview'. I'm still unclear what you mean by 'individual panels' you think are necessary for editing.
