In MEP2015 Plus/Premium there is a colour correction effect. Don't know if it's in the basic version.

The blue bar is simply a file containing a semi-transparent blue bar. You can make your own bar in a drawing program like Paintshop or Xara, or cheat like I did.

Select the blue bar, click on S(olo) at the left, open the colour correction effect, select add, use the eyedropper to select all of the blue until it is shaded, click on foreground, and then drag the marker in the colour wheel to the colour that you want. Adjust the hue with the saturation slider if you want. See below. The bar was blue, now it's green.
