Have a look at this video and let me know if you are looking for something more like the first segment or the second.

If it is more like the second you could use the Xara 3D maker application to do it as suggested in Terry's post that John provided the link to, or you could use Boris Graffiti which is what I used or most any titler that allows video export to a standard video format.  Technically you could create it in MEP but you would have to use one channel for each letter so it would be really time consuming to get it to look good.  The first example was done with Mep using 1 channel for each word and would be easier to align and space (even though I did not do it in my example).

If you just want to buy a 2 and 3D title application, I would seriously consider the Xara product.  It is only around $40 and pretty easy to use (I have tried it).  The Boris Graffiti product is much more flexible and has more functionality but costs around $300.  It came free with another video editing application that I bought as a "bonus" which is why I have it but the editor cost around $100 so if you are happy with MEP go with the Xara product. 

The main reason I bought the other editor was because it included Borris Graffiti, Mercalli Stabilizer, and Roto Pen, all of which I wanted.  I don't actually edit in the other program, just use the "free" features.  It takes an extra step and requires learning a different work flow, but I am ok with that
