unable to set arbitrary frame rate

I have a set of videos from 16fps 8mm movies 720P.  I wish to maintain the original frame rate until I can get a smooth video converter that accurately creates extra frames.  This can be done in AVI wrapper files.  In MEP 2014 I could create 16fps MP4 videos, but NOT in 2015.  The MP4 output only allows a small number of fixed settings.  Why are they taking away features that used to be available??????  I still can use MEP 2014, but it has more problems after the upgrade to 2015, both of which occasionally crash.

I can view the movies in AVI wrapper with other compression, but some players will not accept other compressions.  Also all web sites need MP4, so I need to convert the video to MP4 in a reliable fashion.

Now if MEP could create accurate interpolated frames, I could convert 16fps to 48, which is a possible new standard, or by changing to 15fps I could convert to 30fps for fairly good smoothness.  The Smooth Video Project claims to be doing good conversions, but it is not possible to easily use their work to create new higher fps video files, yet.

You can do this with MEP 2015 in exactly the same way as MEP 2014.

When creating a new project select the following

 

This will open the project settings and you change the option below - you can also do this with an existing project.

 

 

To export as MP4, if the project is 16 fps then the frame rate will be set in the MP4 export dialog as shown below

 

Otherwise type in the required framerate in the above dialog.
