You likely need an AAC codec. I always installed 'Quicktime Alt' or 'Quicktime Lite' when I needed a AAC codec.
First though you could try changing the file's extension to .mp4 and see if that works.

The old solution for this was to install QuickTime, then iTunes. This would result in a sub-program - Apple Application Support being installed. This would do the trick for both Sound Forge Pro and Vegas Pro.

I recently did a clean install of WIndows 11 and was unable to recreate this solution - QuickTIme installer has been gone for years and the Apple Application support program is no longer installed. I ended up cloning my orignal Windows install to a new drive and using it.

I have a second Windows 11 laptop - will try changing the extension and report back.FWIW I was using Sound Forge Pro version 14. I also have a license for Sound Forge Pro 17 that I don't use.

It surprises me that Sound Forge Pro on Windows still does not support ALAC - Apple's lossless codec. I siggested this years ago.

So on my second Windows machine I just installed Pro 17. I tried to open an ALAC file with an MP4 extension. It told me to install QuickTime and provided a link. Installed QuickTIme. Restarted Sound Forge. It is now working with ALAC files with both the MP4 and M4A extension
