This occurred to me on 13.0 as well.
Basically... If I try to add any type of dynamic keyframing (i.e. creating a masking box from a solid color to blur out a moving object) The frame of the window and the actual timeline within the keyframe editing is behind. It's hard to tell by how many but it seems to be around 2 frames. I even have the "synced up" box ticked but that doesn't work the way it's supposed to like previously stated and it makes it incredibly difficult to accurately edit based on what I'm seeing because it is still morphing between the previous keyframe and the next. So the next frame I want to edit will be off and exaggerated when it's not supposed to be. Worst of all quite often in the middle of the edited clip's keyframes will make the image/clip im editing show up in another part of the screen out of nowhere and if I try to reposition it, again, what's in the preview window does not match up my edit and is only giving me half of the edit ive made. If I try to delete the keyframe to fix it it will glitch and any type of masking I do within that frame will not make the image appear at all no matter what I cover/uncover of the thing im trying to mask.
I've never had this happen to me before. I can't seem to figure out why it started happening and messing with quantisized frames doesn't seem to help either, in fact it makes it even more confusing to work with switching between the two.
