For wind noise I think is going to be a case of try what you have in the way of audio cleaning software and third party audio cleaners as well eg Audacity to see what works best.
Wind noise tends to be very difficult to remove because of its frequency spectrum and variability.
Wind tends to produce white noise, brown noise and / or thumps depending on whether it is constant or blustery and tends to be too variable such that one tool may work reasonably well in one part of a clip it may fail miserably in another.
Better to avoid the wind noise in the first instance by using a suitable wind shield or fuzzy cat such as this one on my camera
I have both Audio Cleaning (ACL) and Video Sound Cleaning Lab (VSCL), initial version and 2014. The initial version of VSCL was good and included spectral cleaning. The 2014 version is dumbed down and the detailed tools are no longer accessible. ACL is still pretty good and both work well with MEP.
As for the best program, I can't say. There are many programs on the market and you will pay a lot for some of them, like Izotope.
Magix has proudly added a Wind & Rumbiling filter into the presets of Video Pro X6. Tried it, didn't have any effect on the wind noise.
For removing the wind noise, after a lot of playing around with the cleaning tools, I found a foolproof way to get rid of the wind noise. I got rid of it. On some clips of the beach with wind noise, I just replaced the sound with purchased beach sounds - waves and gulls. On others, I reduced the volume to almost nothing and only raised it when someone was speaking, and I still added in some ambient sound taken from other clips that didn't have the wind to make up for the reduced background noise.
For the best, as John Baker says, eliminate the noise at the source.
I suggest that you download the trial programs of ACL andd VSCL and try them out to see for yourself.

Off-topic again. I seem to have no problem with the quote. Just make sure that you start on a blank line below the quote bars.
What I haven't been able to do is to update my own posting and get the Additional info bars as shown below. All I get the same format with my extra text. It must be easy but I haven't seen how. How can I get this to work?
@JohnCB - I think these only appear when additional information is added by the OP to the original question.
There are of course the text formatting option of the editting dialog box ie the Block quote button which puts a blue line alongside the text as in this sentence.
