You have re-installed the program and tried to use the automated system to generate an activation code for the HEVC codec.
It doesn't work for the HEVC codec.
You have to get into contact with Magix using the email address they sent you to either activate that codec in the first instance or the email they sent you to activate your copy of Movie Edit pro with your initial order number using either email address.

Is the a re-install or an upgrade from an older version of Movie Edit Pro (MEP) or are you trying to activate a codec for an older version of the program?
What is the version number of MEP as found under Help, About

Do you mean:
when you ordered the activation code, the email you received did not contain the code that starts HEVCIC- followed by 5 sets of 5 numbers
or
when you enter the code you get an Error - 0 message?
Assuming you have the activation code, then close Movie Edit Pro. Right click the program shortcut and select Run as Administrator then try registering again.
If this does not work turn off your Antivirus and then try to activate the codec.
