You haven't provided any background info at all -- program and program version, OS and OS version, what actual recording device you're using, Realtek or proprietary drivers, WASAPI or ASIO protocol...
As Poinzy stated please provide more details., i.e; SF version, sound source, sound interface, ect.
Look for another application that may have captured the recording device driver that SF is set to, and exit that app. Or try an alternative recording device driver. In SF Pro: "Options> Preferences> Audio> Audio device type (Record)"
