I'm sorry but I can't understand what you want to do and your example pictures are so small I can't see what you are trying to show clearly. Nor do I understand what the either image is supposed to represent.
There will be some natural blurring of text when the file is exported and compressed but if you need more you may need more than a basic text editor or go through several other processes and then save the file as a jpg or movie clip. In fact it may be easier to achieve using a photo editor and saving as a PNG file and placing into timeline. Third party text editors may also do what you need.
A single frame or image (referred to as an 'Object') can be stretched to cover any time period needed and is shown how to do that on page 110 of your pdf manual. The types of objects that can be used and how to use them is covered from pages 102 to 110.
