MEP Plus, but which exact version? Please check under Help>About.

The most obvious thing to try is adjusting the colour and brightness/contrast controls, but in MEP these are quite limited in scope. VPX gives you rather more control and adjustment.

Your problem really will be, how to affect the sky without also adversely affecting the whole scene, or is it a case you really want to lighten everything? Whichever, creating a "blue" sky on an otherwise dull day is challenging!

I don't know of any plug-in that would allow you to do this; I'm sure other users will join in if they have ideas to offer.

Can you post a still image, screenshot of the video, to give us an idea of scene you are wanting to adjust.

In VPX, as Jeff mentioned, there is more flexibility.

If you happen to have New Blue Gradient Tint, you can possibly get a better effect:

You can also use Xara to do some masking to make sure that the areas that should not be affected are excluded.

If you have Pixelan FilmTouch 2 Pro, you can get the following one or many other possibilities:

Better would be if we could use New Blue ColorFast. It has an additional mask.

These are from a video. If I was doing a photo, I would use PaintShop Pro, Xara or some other photo tool.
