Can't Get Smart Copy to Work on MPEG2 with MEP 2015

I can export an MPEG2 video, import it into a new project, and then try to export it again or burn a DVD using the same preset (with the addition of enabling Smart Copy) and no Smart Copy sources are shown in the info dialog. If I go ahead and try to export/burn, it just re-encodes. I'm kind of at a loss here, as the source and export formats should be identical. Does anybody have any ideas? I've been using the 'Standard DVD NTSC' preset, as my videos will be compiled to a DVD. I'm running MEP 2015 (with all updates) and Windows 10 Home x64 on a Pentium P6200 with 4GB RAM. Thanks.

Smart Copy will only transfer unedited MPEG 2 video with hard cuts and only complete GOPs (Group of pictures). If an edit occurs that is not at a GOP boundary then rerendering can occur either of the entire GOP or video clip.

Re-rendering will also occur under the following circumstances:

  1. Burning to DVD - mpeg-2 files will always be re-rendered to VOB file format which is a sub set of the mpg file format with restricted video and audio codec support.
     
  2. Exporting where additional effects have been applied eg colour correction, cropping, transitions added, etc.
     
  3. The export codecs do not match those of the import - MPEG-2 files are 'container' files and can contain different internal video and audio formats.
  4. Resolutions have been changed.
