Im having problems opening up program. vcruntimeerror 140_1dll keeps popping up when I try to click on icon.

The title of your post says "can't download" but you message says your'e having problems opening up program. Si, which is it, a problem with downloading the program or with opening and running the program?
Also, please quote the full text of the error message you are seeing. vcruntime is a Windows file and may require you to reinstall at least one version of it.
