I am looking for someone to explain to me what exactly decompression is and why it is needed. I understand compression, but not quite decompression.

In a nutshell.
Compressed the video does not contain entirely whole images for each frame you will often see the sequence refered to using the letters I, B and P which are the short form for the type of frames that are in the video file eg IBBPBBPBBI - this short sequences represents 10 frames of video
B and P frames are not complete and contain data only relating to the changes from the last I frame (P frames) or the last and next frames (B frame).
Decompression rebuilds each complete image from the previous I frame plus the contents of the B or P frame for viewing.
