sorry, this is with windows 10 and ive already had music maker on the pc prior but had issues and ended up reinstalling windows.

Hi

Check your Antivirus/Firewall is not blocking the Download Manager from accessing the internet.

If it is you will need to add an exception for it or turn it off completely to finish the download.

How add an exception depends on your AV, the file that needs unblocking is

musicmakerxxxxxxxxxxx_dlm_yyyy where xxxxxxxxxxx is the version and yyyy is some random characters
