If the 'effect' you want is simply some Halloween images overlaid to your video, you could google search for Halloween images, perhaps limited to clip art, and add them to your project. Put the clipart on a lower (higher number) track so that they will be in front and then use size and position effects to reduce their size and place them where you want.
