I'm using Movie Edit Pro 2021 (Version 21.0.1.85 (UDP3)) to import audio that I'm editing. When I attempt to edit to WAV, no issues. The file is created with no problems.
When I attempt to export to MP3, that's where I have issues. In most cases, after normalizing, nothing else happens. I have adjusted some of the settings, which lead to getting an error that says: “Hardware acceleration has been deactivated.” It also lists some possible causes.

The computer I'm using meets the requirements.
There are no issues in the Device Manager.
When I go to "File" > "Settings" > "Program", and open the "Import/Export" tab, the instructions say to enable "Hardware acceleration during export, if possible".

However, if I go to the "Device Options" tab, I can see three options for Import, Processing, and Export. I can change each of these three options, but the changes either 1) give me the error message when attempting to export as MP3; or 2) give me no error message when attempting to export as MP3. In either case, it does not export as MP3.
That's as far as I've gotten in my troubleshooting.
I also attempted to do something similar in Music Maker, but there's no option to import an existing MP3, so that's a non-starter. If there is an option to import an existing MP3, I haven't found it.
