Ray's Benchmark (the 2 Minute Tech Tips) runs fine on my machine. (BTW, I just upgraded to an i5-9400. So now his benchmark is down to 16 minutes, from the 18+ with my old i3-8400.) But since I missed seeing how many minutes the benchmark took to complete, I found the log file from MEP.
I was surprised to see a lot of FATAL errors. And GPU Lock errors. Is this normal?

Yes, found the file with similar log file entries but way longer.
Not using that project though.
Here is a snippet. It changes over time but seems to revolve around image files.
It's not reported as a problem by Windows though and has never caused problems.

The Proxy file setting is in the Project settings if this is checked then you are using proxy files.

The first set of errors occur over less than 1 second and refer to perfbounce - this is most likely some old preview cache files which have not been deleted after the previous session.
The GPU CPU Lock messages would suggest - one or the other is 'busy' during the export and cannot process any further requests until it is free - the average time interval between locks is ~ 1.5 secs and is in the first 3 mins of the export which would be the very heavy CPU/GPU load intro section of Rays project .

I went to File > Settings > Movie. Under the first tab (Movie Settings), "Automatically create proxy files" is unchecked.
I deleted (renamed) the File 2016_Combs.mp4. (Since MEP complains that it is a proxy file and will be deleted anyway.) When I do that and reload the Project, MEP complains about the missing file.
It seems like an odd name for Ray to chose when he created his project. So I wonder if Ray had proxy files enabled when he exported the Project?
As for the GPU/CPU Lock messages - okay. One cannot do much about that.

It was a test project Mike so could it possibly had several saved names at the beginning that would be descriptive to me and load various versions I was working on. So naming it with the word proxy in it would have meant that at some point I had either used proxy files or I had used the pre-render function to get better smoothness on playback while developing the project. When I exported the copy to another drive I used the 'purge project of unused files' as I normally do to eliminate the unused files exported into the project as I often add and then take away files while making a project.
It could be it simply needs to keep and report those user actions.
I'm pretty much convinced this is just a log of user actions. Yours is so short compared to the one sitting on my machine at present. I have found other such files in the location you gave me to look at that have a 'Bak'. extension to them except the current one.

To show you what I mean, the original project was called '60 Second Solutions' and was modified quite a few times. If I had exported all of the content for the project I wanted to send out that didn't need all the files I used I used in the final version. If I had you would have received this project and its file contents.

I have tested Rays project - which at some point did use proxy files and got some interesting (?) results.
The lock error message in the log file appears immediately on starting playback in the Preview monitor - this is what I would expect as some of the effects used are CPU dependent others GPU.
This was confirmed when compared this to one of my projects and the only time the lock error message appeared in the log file was when the playback had a section of the timeline that was both CPU and GPU dependant.
The perfbounce files message is a quirk of Rays project file and when I try to use export as MVD, to see if it can be fixed, I got this error which I have never seen before when using this function.

Ray - I remember reading (somewhere along time ago) that there is a maximum size for log files before a new one is created - what is the size of the BAK log files - IIRC the maximum is 20MB.
