The problem with this information is it assumes the Feather tool is where it is supposed to be. I don't see any of this in my program, anywhere. I can find where it talks about it. But I see no Feather tool and see no way to call it up.

You provided very little information, you said "Where is the Feather Tool???"... I pointed you in the right direction.

If you stated you know already where the feather tool usually is but you don't see it, then that's a different response and hopefully someone will help you with your query.

Please bear in mind this is a public user to user forum, we try to help as much as we can as users in the community.

I found the inactive feather tool in the button pallet. However it is dead and does not react when clicked. I see where the feather tool check box is checked, yet it is still not on the tool bar and in button pallet it is non responsive.
