I just did a google on '"fill ins, break, etc drum loops for techno" and found quite a few sites that might be of use eg drumtracks.com. Electronic music magazines usually have free samples on their cover discs

Alternatively why not have a go at making your own fill ins, breaks etc using the drum synthesizers and Midi Editor and exporting them for future use.
