The key elements needed are:
Image object to point/highlight with - these you can create yourself, using any image editing software you have - see note below, MEP does have some however they come with some complications.
Static freeze frame - you can create this by positioning the cursor at the required point in the video, right click and select Insert still image at playback marker
Effects - adjusting object transparency, adjusting Size/position, Keyframes - you can see what has been applied in the images of the timeline at the top of the image title bar
Example 1 - using a large image with a small hole (transparent area) - timeline:

Example 2 - using Attach image function - timeline and option - using same image to highlight as above:

If this fails to attach properly then you have to resort to Keyframe animation.
The installed PDF manual has more instructions on the various effects and there are many tutorials on using Keyframes on Youtube.
Note:
I use PNG images for doing effects like this, they save a lot of hassle which can ensue using Chromakey, and are created as follows:
an arrow or circle has the background transparent and the arrow or circle coloured
the image used in the examples has a black background and a small transparent hole, by increasing the transparency the background video is 'dimmed' but the hole lets full brightness through.
