AFAIK you can't 'move' MPE, or most any Windows program; you can only install fresh it on your new machine. Magix lets you install and activate with your serial number / registration key a few times and generally can extend the number if you have a valid reason.

Note: If you have any projects that you are going to complete on your new computer you will need to copy all your resources (clips, images audio etc) as well. If you can't duplicate the file folder structure exactly eg C:\Users\User\Pictures\space\moon/jpg, MEP will prompt you to locate anything it can't find. Just navigate to an objects new location. Another option is to use the option 'File'>>'Backup copy'>>'Copy project and media into folder...', and then copy the folder across to you new machine so anything in use can be immediately found.
