MEP17, and all earlier versions IIRC, can certainly accept text pasted from the Windows clipboard including RTF (rich text format) material that includes font types, colors and sizes. In fact you can drag a .rtf file directly to the timeline to create a text object including background color and other things as well.

 

I've not used Windows Movie Maker before but find the only problems (!) with copy and paste from a .MSWMM project file is that I can only copy one field at a time (eg not the list of credits in one go) and only the characters, not any of the formatting. This is by double clicking on each Movie Maker title object to bring up the title editing window and copying from the fields where the text was originally entered.

 

There would be no way of extracting the text from an exported video clip (eg .mpg or .avi) short of optical character recognition of individual frames, and even then you wouldn't get any animation effects.
