I suspect you have exported your project as a single, probably mpeg, video file from either MEP's main 'File' >> 'Export movie' >> "video as...' option or the the 'Export' tab at the top right of the screen.

To get the DVD chapters (if you are not using MEP's own disc burning routine) you need to be in the 'Burn' section and choose 'Image recorder' as your burner.

This will create the set of special files which go onto the DVD disc with extensions like '.VOB and '.TSO etc. Nero or most any other burning program can accept these to produce your disc.
