I am trying to select parts of a scene and then add video effects to the selected parts. Is this possible, or do I have to split/cut the scene into sections and add effect to the individual sections and then join them back as one clip?

The effect I want is to slow down a few seconds of a scene then speed up the next few seconds and so on..
