Thanks for testing. I confirm. There is no problem with the SPR effect. Try it with the affects you don't need to "Apply" such as brightness/Contrast or Colour. This issue may be isolated to these effects.
If you place a single clip on the timeline and move it a little to the right, and after creating the FPR event, type Alt + G and create a keyframe. Then type Alt + W and create another keyframe. In the keyframe timeline, play around between returning and or going to the next keyframe and notice that what is the end is not the end, that is, where the keyframe was created is at the position where there is the frame but there is no image. In practice, I think that is it. Now if you select the clip, type Alt + G, type Alt + W, type left, create another keyframe and play around again in practice, you will understand that for some cases where the program creates the keyframe. I think that is it!
. . . . . we could continue to debate whether this is a bug or a feature . . . .
Agreed.
This behaviour has been around a long while, I tested MEP 2016, same behaviour, MEP MX different behaviour, I suspect the changes occurred with MEP 2015 which, IIRC, had some significant changes and improvements.
An extensive search of the forum, with many search phrases, does not bring up any topics on this behaviour, this is the first time this has been raised.

I think you mean Alt - Q rather than Alt-G? If I understand you correctly, for an object with an effect (ie (SPR), if you go to the end of the clip by hitting Alt-W, the red curser will disappear. This is because the keyframe track is one frame shorter than the actual object length. So in theory, you could place a keyframe on the last frame and it would never visually appear. The effect will work and you can even delete the invisible keyframe - as long as you know it's there. Bug?🤓
Just tried Brightness; same, the ending keyframe stays with the object.
If I copy the object to another movie, then the ending keyframe diamond disappears but the keyframe effect is still there.
Thanks for testing. Since you are using MMS2025 and I tested it on VPX16, this may explain the difference, but the phenomena did occur when you moved the object to another movie. I suspect this issue pertains only to these "non-apply" effects. As you have indicated, the missing keyframe doesn't impact the effect.
Again, this issue isn't something I normally come across in my workflow because I usually conclude my cutting, trimming and moving before applying effects. Of course, others have different workflows where this may be an issue.
Certainly, if it is a concern, it should be reported to Support for consideration. I think programming is pretty straight forward to automatically add keyframes to objects that contain effects that are subsequently trimmed or cut. And as others have demonstrated, its currently done in Vegas. So not impossible and it will bring both products closer in alignment.
Regarding the bug that I "considered" about the (ghost) keyframe, I received today the message from technical support: "A bug report to that issue has been created and forwarded to the development". I hope VPX sells more (or that its users migrate) than previous versions: Unity is strength!
